Complete Actuarial Solutions Co. (CASCO) is a Maryland corporation with a single office in McLean, Virginia. The principal owners are Alice Edmondson and Ed Shadman. CASCO has been in business since April 1996, although several of our employees have worked together far longer. Our mission is to be considered the best at what we do. As consulting actuaries, we’re called on to help measure and manage the costs associated with tort liability exposures, employee benefits, and other contingent events. Though every client has unique needs, we follow a common set of objectives.





Alex Anastasis 
Business Manager

Alex has been with CASCO since June of 2007, and has over 25 years of total finance/administration experience in the consulting environment.

Prior to joining CASCO, Alex was the Director, Development and Systems Integration with Watson Wyatt. She and her team were responsible for developing enterprise-wide web based business applications with the goal to reduce redundancy, increase efficiency, data accuracy and knowledge sharing for over 4200 associates.

Alex also spent over 18 years with Mercer/Foster Higgins as the Senior Business Manager and Regional Controller. At Mercer, she managed Finance, Administration and oversaw IT for the DC and Baltimore offices. At Foster Higgins, she managed all aspects of accounting and payroll. She prepared budgets, revenue forecasts, managed cash and capital assets, prepared and filed payroll and corporate taxes.

Alex earned a B.S., in Business Administration and Computer Studies from the University of Maryland. She is fluent in English, French, and Greek.

Mark Burgess 
FCAS, MAAA Principal Actuary

Mark has been with CASCO since March of 2004, and has over 20 years of total actuarial experience. His experience includes actuarial areas such as pricing, reserving, merger and acquisition analysis, and budgeting.

Prior to joining CASCO, Mark was the chief actuary for Montgomery Insurance (a subsidiary of Liberty Mutual writing Workers’ Compensation, General Liability, Commercial Auto, Personal Auto, and Homeowners in states throughout the mid-atlantic region).

Mark also spent almost 3 years as a consultant with Deloitte & Touche working with large corporate clients as well as insurance and reinsurance companies.

Mark earned a B.S. in Mathematics from Virginia Tech and is a Fellow of the Casualty Actuarial Society (where he has served on the Examination Committee) and a member of the American Academy of Actuaries (where he currently serves on the Academy’s Medical Professional Liability Subcommittee). He is a recognized loss reserve specialist in Bermuda, Vermont, and South Carolina and serves as the appointed actuary for several captive or risk retention groups in these locations.

Elaine Eagle

Elaine has around 25 years of actuarial experience, two with the National Council on Compensation Insurance, eight in Foster Higgins’ casualty actuarial practice, and the rest at CASCO. She is a founding member and minority owner of the firm. Elaine has worked with our health care and corporate clients since 1988, heading up valuation and special project work, and providing day-to-day consulting services to both large and small clients, including varying lines of coverage.

Alice Edmondson 
Principal Actuary

A co-founder and principal of CASCO, Alice provides property/casualty and health/welfare benefit actuarial consulting services to private and public sector self insurers, risk retention groups and captive insurance companies. She is a recognized loss reserve specialist in Vermont, Colorado, South Carolina, Bermuda, and the Cayman Islands.

Her 30 years’ experience includes:

Alice is a member of the Casualty Actuarial Society, the Society of Actuaries, and the American Academy of Actuaries, and served on the Board of the Conference of Consulting Actuaries from 1992-1998. She led the casualty actuarial practice at A. Foster Higgins & Company before forming CASCO in early 1996.

Hua Li 

Hua has been with CASCO since 2006. His experience includes actuarial consulting services such as reserving, pricing, budgeting, and cost allocation in such lines as workers’ compensation, medical professional liability, general liability, and automobile liability.

Hua earned a B.A. and M.A. in Mathematics from the University of Cambridge in England. He is an Fellow of the Casualty Actuarial Society and an Associate of the Society of Actuaries.

Christina Melocik Actuarial Analyst

Christina has been with CASCO since 2006. Her experience includes actuarial areas such as reserving, budgeting, pricing, and cost allocation in such lines as medical malpractice, workers’ compensation, general liability, health and other benefits.

Prior to joining CASCO, Christina worked at The Peninsula Insurance Company (a multi-line property and casualty insurance carrier) in marketing and product development. There she conducted a multitude of pricing and risk analyses for developing rates and product design.

Christina earned a B.S. in Mathematics, with a minor in finance, from Salisbury University and a M.S. in Mathematics and Statistics from Georgetown University.

Ed Shadman 
ACAS, MAAA Principal Actuary

Ed is a co-founder and Principal of CASCO with close to 30 years of experience in the actuarial field. Ed leads consulting projects that provide pricing and reserving studies focusing on:

  • Cost allocation analysis
  • Benchmarking
  • Alternative risk financing
  • Mergers and acquisitions`
  • Excess coverage analysis
  • Evaluation of reinsurance options
  • Cash flow analysis for investment strategies

Ed has 20 years of experience as the “Appointed Actuary” or “Loss Reserve Specialist” for casualty insurance companies and risk retention groups domiciled in US, as well as d captive insurance companies domiciled in Bermuda, Barbados, and Cayman Islands.

During the seven years prior to starting CASCO, Ed was with A. Foster Higgins & Company serving as a Managing Consultant to health care, public sector, universities, and large corporate clients with substantial exposure to various casualty commercial lines of insurance.

Prior to joining A. Foster Higgins, Ed was with the Government Employees Insurance Company (GEICO) serving as the manager of the loss reserving section of the Office of the Actuary.

Ed earned a B.S. in Mathematics from Northwestern University and is an Associate of the Casualty Actuarial Society (where he has served as a member of the Committee on Reserves, and currently serves on the Joint Program Committee for CAS Loss Reserve Seminar, and as a University Liaison), and a member of the American Academy of Actuaries.

Lizzy Shumaker

Lizzy has been with CASCO since early 2006. Her experience includes actuarial areas such as reserving, budgeting, pricing, and cost allocation for institutions of higher education and health care systems, with substantial exposure to various casualty commercial lines of insurance such as medical malpractice, general and auto liability, and workers’ compensation.

Prior to joining CASCO, Lizzy worked at ACE USA as a pricing actuary. There she performed a variety of pricing and profitability functions for the recreational marine, disaster mortgage protection, property, and general and auto liability lines of business.

Lizzy earned a B.S. in Actuarial Science from Penn State University. She is a Fellow of the Casualty Actuarial Society (where she currently serves on the Examination Committee) and a member of the American Academy of Actuaries.

Steve Yaroch 

Steve has over 30 years’ actuarial experience and joined CASCO’s team in 2004. While at Mercer, he headed up the coal industry actuarial practice in the Washington, DC office and was responsible for all black lung valuations done in that office. In addition, he was responsible for coal employer valuations including retiree medical/life, LTD, and the Combined Fund. While at Mercer, his coal employer clients included Arch Coal, Peabody Energy, Pittston Coal (part of Brink’s), Massey Energy, Valley Camp Coal (part of Shell Oil), Trout Coal, and Virginia Crews.
