Alex Anastasis
Business Manager
Alex has been with CASCO since June of 2007, and has over 25 years of total finance/administration experience in the consulting environment.
Prior to joining CASCO, Alex was the Director, Development and Systems Integration with Watson Wyatt. She and her team were responsible for developing enterprise-wide web based business applications with the goal to reduce redundancy, increase efficiency, data accuracy and knowledge sharing for over 4200 associates.
Alex also spent over 18 years with Mercer/Foster Higgins as the Senior Business Manager and Regional Controller. At Mercer, she managed Finance, Administration and oversaw IT for the DC and Baltimore offices. At Foster Higgins, she managed all aspects of accounting and payroll. She prepared budgets, revenue forecasts, managed cash and capital assets, prepared and filed payroll and corporate taxes.
Alex earned a B.S., in Business Administration and Computer Studies from the University of Maryland. She is fluent in English, French, and Greek.

Mark Burgess
FCAS, MAAA
Principal
Mark has been with CASCO since March of 2004, and has over 20 years of total actuarial experience. His experience includes actuarial areas such as pricing, reserving, merger and acquisition analysis, and budgeting.
Prior to joining CASCO, Mark was the chief actuary for Montgomery Insurance (a subsidiary of Liberty Mutual writing workers’ compensation, general liability, commercial auto, personal auto, and homeowners in states throughout the Mid-Atlantic region).
Mark also spent almost 3 years as a consultant with Deloitte & Touche working with large corporate clients as well as insurance and reinsurance companies.
Mark earned a B.S. in Mathematics from Virginia Tech and is a Fellow of the Casualty Actuarial Society (where he has served on the Examination Committee) and a member of the American Academy of Actuaries (where he currently serves on the Academy’s Medical Professional Liability Subcommittee). He is a recognized loss reserve specialist in Bermuda, Vermont, and South Carolina and serves as the appointed actuary for several captive or risk retention groups in these locations.

Elaine Eagle
Principal
Elaine has over 30 years of actuarial experience, two with the National Council on Compensation Insurance, eight in Foster Higgins’ casualty actuarial practice, and the rest at CASCO. She is a founding member and minority owner of the firm. Elaine has worked with health care and corporate clients since 1988, heading up valuation and special project work, and providing day-to-day consulting services to both large and small clients, including varying lines of coverage.

Hua Li
FCAS, ASA, MAAA
Principal
Hua Li serves as appointed actuary for several captive insurance companies, risk pools, and self-insurance programs. His expertise encompasses a wide range of property and casualty lines of coverage as well as life, health, and post-retirement benefits.
Hua earned a B.A. and M.A. in Mathematics from the University of Cambridge in England. He is an Fellow of the Casualty Actuarial Society and an Associate of the Society of Actuaries.

Elizabeth (Lizzy) Shumaker
FCAS, MAAA
Principal
Lizzy has over 18 years of total actuarial experience in areas such as reserving, budgeting, pricing, and cost allocation for institutions of higher education and health care systems, with substantial exposure to various casualty commercial lines of insurance as medical malpractice, general and auto liability, and workers’ compensation. She is a certified loss reserve specialist in Vermont, Delaware, South Carolina, and Cayman Islands and serves as the appointed actuary for several captive insurance companies, risk retention groups, risk pools, and self-insurance programs.
Lizzy earned a B.S. in Actuarial Science from Penn State University. She is a Fellow of the Casualty Actuarial Society (where she previously served on the Examination Committee) and a member of the American Academy of Actuaries.

Sally Pickering
FCAS, MAAA
Consultant
Sally has been with CASCO since May of 2021 and has experience with many property and casualty lines of insurance such as medical professional liability, workers’ compensation, and auto and general liability.
Sally earned a B.S. in Mathematics and Economics from the University of Mississippi. She is a Fellow of the Casualty Actuarial Society (where she serves on the Examination Committee) and a member of the American Academy of Actuaries.

Tim Doyle
FCAS, MAAA
Actuarial Associate
Tim joined CASCO in 2022 and has experience with several property and casualty lines of coverage including workers’ compensation, general liability, auto liability, and professional liability.
Tim attended Hamilton College where he earned a B.A. in Mathematics. He also completed an M.S. in Business and Entrepreneurship at the Dublin Institute of Technology. Tim is a Fellow of the Casualty Actuarial Society and a member of the American Academy of Actuaries.

Kevin Trehy
FCAS, MAAA
Actuarial Associate
Kevin joined CASCO in February of 2023. He has experience with many property and casualty lines of business including workers’ compensation, auto liability, and general liability, as well as extended warranties.
Kevin earned a B.S. in Economics from the University at Albany, SUNY. He is a Fellow of the Casualty Actuarial Society and a member of the American Academy of Actuaries.

Deon Patterson
ACAS, MAAA
Actuarial Associate
Deon has been with CASCO since January of 2024, and has over 4 years of total actuarial experience. He has experience with various commercial lines including workers’ compensation, auto and general liability, and medical malpractice.
Deon earned a B.S. in Actuarial Science with a minor in business from the Ohio State University. Deon is an Associate of the Casualty Actuarial Society and a member of the American Academy of Actuaries. He is working toward becoming a Fellow of the Casualty Actuarial Society.

Rob Federer
Actuarial Associate
Rob started with CASCO in March of 2025. Prior to his time at CASCO, Rob worked in both independent and audit actuarial consulting. He has worked in many commercial lines of coverage including workers’ compensation, auto liability, medical malpractice, and general liability.
Rob has a B.A. in Mathematics from Ohio Wesleyan University. He is working toward becoming a Fellow of the Casualty Actuarial Society.
